What Is the Georgia Dream Program?
The Georgia Dream Homeownership Program is administered by the Georgia Department of Community Affairs (DCA) and provides affordable mortgage financing along with down payment assistance to eligible home buyers. Since its inception, the program has helped tens of thousands of Georgia families achieve homeownership.
Georgia Dream offers two primary benefits: a competitive below-market interest rate on the first mortgage, and down payment assistance (DPA) in the form of a zero-interest second lien that requires no monthly payments. The DPA only becomes due when the home is sold, refinanced, or no longer used as the primary residence.
Down Payment Assistance Options
Georgia Dream provides two levels of down payment assistance, depending on the buyer's eligibility:
Standard DPA
$7,500
Available to all eligible Georgia Dream borrowers. No monthly payments, 0% interest second lien.
PEN DPA (Enhanced)
$12,500
For buyers who are public protectors (police, fire, EMS), educators, nurses, or military personnel.
Who Qualifies for PEN Assistance?
The PEN (Protectors, Educators, Nurses) category provides the enhanced $12,500 in assistance. Eligible occupations include:
- Public Protectors: Law enforcement officers, firefighters, emergency medical technicians, correctional officers
- Educators: Full-time public school teachers, administrators, and staff employed by Georgia public school systems
- Nurses: Licensed registered nurses (RN), licensed practical nurses (LPN), and nurse practitioners working in Georgia
- Military: Active-duty military, National Guard, and Reserve members stationed or residing in Georgia
Applicants must provide verification of employment in their qualifying profession. The enhanced assistance is designed to help these essential community members afford homes in the communities they serve.
Eligibility Requirements
To qualify for Georgia Dream, borrowers must meet the following criteria:

Compatible Loan Types

- FHA Loans: 3.5% down, with Georgia Dream covering most or all of the down payment
- VA Loans: Use DPA for closing costs and rate buydown
- USDA Loans: Apply DPA to closing costs and prepaid items
- Conventional: Combined with Conventional 97 for minimal out-of-pocket cost
How to Apply
Georgia Dream loans are available through a network of participating lenders throughout the state. The process works as follows:
- Complete a HUD-approved homebuyer education course (online or in-person)
- Contact a Georgia Dream participating lender (list available at dca.ga.gov)
- Get pre-approved for your first mortgage and DPA
- Find a home within program purchase price limits
- Close on your home with Georgia Dream financing
The homebuyer education requirement is an 8-hour course that covers budgeting, the home buying process, maintaining your home, and avoiding predatory lending. Several HUD-approved agencies in Georgia offer these courses both in-person and online. The course must be completed before your loan closes.
Repayment of Down Payment Assistance
The Georgia Dream DPA is structured as a zero-interest, no-monthly-payment second lien on the property. Repayment is deferred and only becomes due when you sell the home, refinance the first mortgage, or stop using the property as your primary residence. Some versions of the program may forgive a portion of the DPA after a set number of years of continuous occupancy.
